PCA was formed in 1995 when the owner, Donna Warren, retired after 33 years with a major insurance company. Seeing a need for insurance casualty claim adjusters to have reliable independent claim investigations, and to have quick access to police theft and accident reports, Donna decided to try to fill that niche. Some associates of hers who had been in the insurance industry joined the effort, as well as others, and today PCA can cover investigations for the whole state, with representatives in East, Middle and West Tennessee.

PCA's associates in Memphis and Knoxville are also ex- or retired employees from the same major company, each with a minimum of 22 years insurance experience.
